Glitterfy is a website which you can use to add fun effects to your GIFs. However there is a watermark.

Ezgif.com is a useful tool for making and editing GIFs.

Bloggif is a fun site for making GIFs with effects. The website itself is ugly though, just a warning.

The spriters resource is a great site for getting sprites from video games to use on your site. Although you may have to remove backgrounds manually.

glitter graphics.com is a good site for getting/making silly graphics

Tobidasu purikura is a great 3DS aplication for decorating pics/screenshots, you can see mine on my "website resources" tab.

I rigged this model myself since MelonRipper doesn't seem to be able to extract rigs. The three extra bones control the eye and mouth animations. I didn't feel like ripping every single facial expression, so I just drew the extra face textures myself.
